北京大学行政管理学硕士。现任国家开放大学党委委员、 副校长，数字化学习技术集成与应用教育部工程研究中心主任、 对外汉语教学中心主任，主管数字化、国家老年大学、实验学院、 外事、财务、外语教学部、中职教学部工作，主要研究数字化、 终身教育、国际化、教育政策等。主持、参与教育部、国家开  放大学多项国际合作和学术研究项目，2022 年成功申报并主持  亚太经合组织（APEC）国际合作科研资助项目。在《中国高等  教育》《世界教育信息》等期刊发表数篇文章。兼任中国职业技  术教育学会康养康育专业委员会、医药卫生教育专业委员会执  行主任。
Madam Fan Xianrui, M.A. in Administrative Management, Peking University, currently serves as the Vice President of OUC, Director of the Engineering Research Center of Integration and Application of Digital Learning Technology under the Ministry of Education of China, and Director of the Chinese Language Center. She oversees the following departments and areas: IT Department, the Seniors University of China, the Experimental College, College of International Education, Department of Finance, School of Foreign Languages and Secondary Vocational School. Her main research areas include digitalization, lifelong education, internationalization, and educational policy. She has led and participated in several international cooperation and academic research projects for the Ministry of Education of China and the OUC. In 2022, as the project overseer, she led her team to successfully secure an international collaborative research grant funded by the Asia- Pacific Economic Cooperation (APEC) . She has published several articles in journals such as China Higher Education and Journal of World Education. She also holds the position of Executive Director of the Health and Care Specialty Committee and the Medical and Health Education Specialty Committee of the Chinese Society for Technical and Vocational Education.
